100m

100m in Zone C on sandy patches — verify bottom carefully before setting due to submerged archaeological material. Use Zone B mooring buoys (30–40m radius) if available. The Campi Flegrei volcanic zone means the seafloor here is geologically active — do not anchor directly over obvious hydrothermal vent bubbles.

About This Anchorage

The Parco Sommerso di Baia is one of the world's most extraordinary underwater archaeological sites — a complete Roman imperial city, including Nero's palace, the Temple of Mercury (which became a mosque under Arab occupation), thermal baths, villas, and streets, now submerged 2–15m under the Gulf of Pozzuoli due to centuries of bradyseismic ground movement. The above-water remains include the Castello di Baia (a Spanish-era castle with archaeological museum), and the Lago d'Averno (volcanic lake, mythical entrance to the underworld, used as a naval base by Agrippa). The AMP designation protects the submerged ruins; diving and anchoring are strictly controlled. Hydrothermal vents on the seafloor are a reminder that the entire Campi Flegrei caldera is geologically active — check INGV alert levels before visiting.

Setting Your Anchor

Anchoring on Posidonia oceanica meadows is prohibited throughout Italian waters and is actively enforced — fines range from €500–€3,000. Always snorkel to verify the bottom is clean sand before setting. In the AMP Parco Sommerso di Baia (Pozzuoli area), Zone A prohibits all entry, Zone B requires mooring buoys only, and Zone C permits limited anchoring on sand only. Check AMP zone maps before anchoring anywhere near Baia or Cape Miseno.

Anchoring Rules

Anchoring fee
Zone C: Free on sand (verify bottom). Zone B: mooring buoy fee applies (check current rates with AMP).
Maximum stay
2 days
Permit required
Yes
Permit details
AMP Parco Sommerso di Baia permit required for Zone B anchoring/diving. Contact: parcobaia.it, +39 081 5265285, VHF Ch 16. Guided diving only with AMP-authorized dive operators (see AMP website for list). Glass-bottom boat tours are the primary visitor access method for Zone A/B.
Mooring buoy fee
Contact AMP for current mooring buoy fees (Zone B).

Restrictions: Zone A: No entry, no anchoring, no swimming (Integral Reserve). Zone B: Mooring buoys only — free anchoring strictly prohibited. Zone C: Anchoring on sand only — Roman ruins must not be disturbed; any contact with submerged archaeological material must be reported to AMP authorities. No spearfishing anywhere in the AMP. Hydrothermal vent areas: avoid anchoring directly over active vent clusters.

Hazards

  • !Hydrothermal vents: Active gas vents and warm water plumes on the seafloor in the Pozzuoli/Baia area — do not anchor directly over visible bubbling; check INGV Campi Flegrei alert level before visiting
  • !AMP zone violations: Entering Zone A or anchoring in Zone B without buoy is subject to heavy fines by the AMP authority patrol boats — carry current AMP zone map and buoy positions
  • !Scirocco/Libeccio: The gulf of Pozzuoli is open to W/SW — Scirocco swell wrapping around Cape Miseno and Libeccio directly can make this anchorage uncomfortable in >F4
  • !Ferry and hydrofoil traffic: Heavy traffic Naples–Procida–Ischia routes transit the outer approach; maintain clearance from ferry lanes

Skipper's Tips

  • Book the AMP glass-bottom boat tour in advance — this is the best (and in Zone A, only) way to see the submerged city without diving certification
  • The Castello di Baia museum (Museo Archeologico dei Campi Flegrei) displays remarkable finds from the submerged city including statuary, mosaics, and everyday objects — excellent context for what you see underwater
  • Pozzuoli (3nm E) is the main town for provisioning, fuel, and services — also visit the extraordinary Roman amphitheatre (Anfiteatro Flavio) and the Serapeum (Macellum, the Roman market whose columns show marine boring-worm marks proving the ground subsided then rose again in ancient times)
  • Check the INGV Osservatorio Vesuviano daily bulletin for Campi Flegrei seismic activity before visiting — current alert level and any area restrictions are published at ov.ingv.it
