Critical Warnings — Herceg Novi & Outer Boka
- Risan Bay anchoring STRICTLY FORBIDDEN: The entire Bay of Risan (the NW arm of the bay) is an underwater archaeological protection zone containing Roman floor mosaics. Anchoring is permanently prohibited by law — heavy fines and possible vessel seizure. Morinj Bay (at the SW entrance to Risan Bay) is permitted to anchor; Risan itself is not.
- Bora (NE katabatic wind): Gusts to 250 km/h recorded in Risan Bay — the most severe Bora in the Adriatic. In the outer bay (Herceg Novi, Zelenika), gusts of 40–80 knots in major events. Visual warning: cap clouds building on the Orjen massif (1,894m) above the bay. Arrives faster than forecasts predict. Best Bora refuges: Morinj (inner bay), Bigova (outside bay, 5nm S of Tivat).

About Herceg Novi & the Outer Boka
City of Flowers & Fortresses
Herceg Novi is the cultural gateway to the Boka Kotorska — a layered medieval city with Ottoman and Venetian fortifications, a famous mimosa festival (February), and a vibrant waterfront promenade. The old town (Stari Grad) climbs the hillside above the sea with the Kanli Kula and Forte Mare as landmarks. The outer bay around Herceg Novi is the entry point for sailors arriving from Croatia and the wider Adriatic.
Risan Bay — Do Not Anchor
The Bay of Risan (innermost NW arm) is permanently off-limits for anchoring — Roman floor mosaics and ancient harbour structures lie on the seabed in an underwater archaeological protection zone. Morinj Bay (at the entrance to the Risan arm) is where experienced sailors take shelter; Risan town itself is not approachable by anchor.
Zelenika — Port of Entry
Zelenika (3nm E of Herceg Novi) is the most practical port of entry for yachts arriving from Croatia and Dubrovnik. The customs office is on the main quay; the Montenegro cruising vignette is purchased here. Call port authority on VHF Ch 10 before entering. Have all documents ready. Morinj & Orahovac — Inner Shelter
Morinj Bay is cited in the Imray Adriatic Pilot as one of the best Bora refuges in the entire Bay of Kotor system — outstanding mud holding, near all-round protection from the mountains, and a peaceful village atmosphere. Orahovac (further SE) is equally excellent. Both are strongly recommended for overnight stays when Bora is forecast.
